To prepare for the consideration of Government a plan covering all the objects of development and welfare expenditure in this Colony during the next ten years. The preparation of this plan is to be carried out in accord- ance with the instructions of the Secretary of State for the Colonies as conveyed in his circular despatch of 12th November, 1945, on the subject of the Colonial Development and Welfare Act."
The despatch referred to is the one from which extracts have been quoted above.
Several sub-committees of the Development Committee have been set up to advise on particular aspects of the ten year plan and certain gentle- men who are not members of the main Committee have been co-opted as members of these sub-committees. The sub-committees are as follows:
